claims that the specific restriction regarding “MANUFACTURED HOUSING
PERIOD” was added in August, 1999. However, none of the Ferry
Captains and even the Ferryboat Supervisor listed, Steve Haynes, was
told of this restriction at that time. Mr. Haynes himself says that
he only recently learned of the restriction. In addition, Mr. Haynes
was NOT the Ferryboat supervisor in 1999, so someone must have
altered this database.
Since none of the CalTrans staff at the Rio Vista office and ferry
had knowledge of the limits, it explains why 5 different
manufactured home transport representatives, and Snug Harbor owners
also verifying availability of the ferry for transport were not
alerted to the arbitrary restriction.
Based on the POSTED ferry restrictions, all sections of the
Silvercrest and Skyline homes purchased fit within the limits for
transport. In fact, we can establish that in
2001 three sections of Cavco homes with the dimensions of 12’ x 54’
plus axel and truck, (these sections longer than the Skyline
sections entirely) came across on the ferry with no problems. These
home sections were labeled “park model” not “manufactured home” so
the restriction now in force apparently did not apply.
Note that sometime after this CalTrans sign was first made, the load
limit numbers were changed. We believe this was done in 1999 or
2000. At al later date, the very small print “NO TRUCK TRAILER
COMBINATIONS” was added. As anyone around here knows. Truck trailer
combinations, huge CalTrans and farming equipment, motor homes,
deliver trucks, school busses and small manufactured homes called
“park models” have crossed on this ferry regularly. For
example, the Rio Vista School bus
weight, according to the manufacturer specifications, can weigh
between 28,000 lbs when empty to 36,000 when full. The school
bus goes across the ferry 2-4 times a day each school day. The
school bus, with one student and one driver, weighs more than the
heaviest home section we are asking to go across the ferry! |
